Preheat the oven to 350 degrees F (180 degrees C). Line and grease an 8X8 inch baking pan. To prevent the squares from sticking, use parchment paper.

In a large microwave-safe bowl, melt the butter. Then, whisk in the brown sugar and vanilla.

Add the flour, oats, baking soda, and ¼ teaspoon salt, and stir until well combined.

Press half of it into the baking pan and bake for 10 minutes.

While it's baking, prepare the filling by combining caramels, cream, and ¼ teaspoon salt in a large microwave-safe bowl.

Microwave on high power for 1 minute and stir well. Heat the mixture again for one minute and stir until it is smooth. Only heat it as much as needed to achieve a smooth consistency, as overheating may cause it to seize.

Once the crust has finished baking, evenly sprinkle the chocolate chips over it.

Then pour the caramel sauce over the chocolate layer. Finally, cover it with the remaining crust mixture. Sprinkle it on with your hand and tap it down lightly.

Return the baking pan to the oven and bake for an additional 15 minutes or until lightly browned.

Afterward, remove the pan from the oven and let it cool completely on a wire rack before slicing. (Attempting to slice the bars while hot will cause all of the caramel to run out.) If left at room temperature, the bars will likely need to set overnight. Alternatively, you can place the baking pan in the refrigerator for at least 3 hours.
